in Vernon Township / the City of Durand

The Shiawassee Megasite

Residents and neighbors of Durand and Vernon Township fight to protect prime farmland, clean waterways, and the integrity of their beautiful agricultural community.

Details of Vernon Township's "Project Halo" MEDC Megasite

The MEDC has eyed Shiawassee County’s agricultural Vernon Township, near the small city of Durand, a

Codenamed “Project Halo,” the local Shiawassee Economic Development Partnership (SEDP) received $680,000 from The MEDC in December of 2022 to prepare the megasite for sale and development. The site is reportedly being vetted for Factorial Energy, a multinational startup manufacturer of solid-state EV batteries with opaque origins.

Project Halo initially spanned over 1,200 acres of prime agricultural land, on a site which drains directly into the Shiawassee River, a major watershed for Lake Huron. SEDP has since reportedly scaled the initial development site down to 300 acres, presumably due to significant pushback from both the community and some local officials. Economic developers insist the site will offer the same 3,600 jobs, within the smaller site, because of technological innovation.

In July of 2023, Swartz Creek City Council turned down an offer for an option to purchase city-owned land within the targeted development site, citing concerns over lack of transparency with the developer and concern over public sentiment against manufacturing 4.0 megasites. In August 2023, the nearby City of Durand withdrew itself from its charter with the SEDP, citing a lack of trust over opaque dealings regarding the Halo megasite.

Vernon Township’s board has expressed support for the project, as a “best case scenario” for the community, on the basis of the community’s need for jobs and development. Public sentiment, however, has been that agricultural communities prefer to remain agricultural communities–with clean drinking water.

Project snapshot

  • Between 300 and 1,200 acres, including prime agricultural land
  • Site drains from two locations into the Shiawassee River, less than 4 miles away
  • Impacts the Shiawassee River watershed, a major watershed for Lake Huron
  • The MEDC and SEDP have refused to share basic details about the project with local officials unless they sign NDAs
  • No dedicated public meetings about the megasite
  • No formal community polling
  • Durand City Council members are concerned about the company's ownership and origins

EV Solid-State Battery Manufacturing Materials & Impacts

Solid-State batteries contain largely the same materials as liquid-state:

  • Lithium carbonate, “may be a teratogen,” and is on the Right to Know Hazardous Substance List and Special Hazardous Health Substance List
  • Primary synthetic graphite, which “is considered hazardous according to OSHA”
  • Iron phosphate - “a strong oxidizing agent” which “should not be released into the environment”
  • N-methylpyrrolidone (NMP), “May cause damage to organs through prolonged or repeated exposure”, “reproductive harm” Gotion says they will make LFP batteries, although materials used in more dangerous NMC batteries have been cited by Gotion rep as being needed–such as cobalt, manganese, and nickel
  • Lithium fields and rare earth leeching are devastating to the environment, putting large amounts of chemicals into the earth; it's also tied to slave labor. Some critical EV mineral supply chains have been linked with terrorist organizations.

Known environmental impacts

  • water intake and wastewater output unknown; the project's phase 2 will reportedly require water to be brought in from outside the area
  • no environmental impact study (EIS) has been provided to date
  • light pollution will disrupt migratory patterns of birds
  • light pollution will block aurora borealis and night sky visibility
  • some "acceptable minimum quantity" of lithium carbonate will enter the local ecosystem
  • air quality will be polluted from the local highways and roads will experience a constant stream of freight trucks
